My strength of knowledge  and expertise on Interactive Voice IVR systems was the kick start and biulding block on which I materialises my ideas into practice.

The IVR allow the callers to listen to pre-recorded system content (content would be played in callers' language of preference (English, German, Italian and Spanish)).  Callers will be instructed to interact simply by following through the course of a call and then listen to pre-recorded messages (3-4mins) long.

The Interactive Voice Recording IVR capability to handle Voice over i.p.  VOIP telephone traffic augments the functions normally handled by Public System Telephone Network PSTN, however the benefit of making long-distance calls is transparent to the end user as call charges are merely reduced to local rate charges. The block diagram below shows the basic conceptual setup that would allow callers from across Europe to gain access through VOIP to the system and thereby listen to the content.

For example if a call is to originate a call from Spain, the caller would be required to dial a Spanish VOIP number.  The call would actually hit the system (installed at KBIC Malta since the Spanish VOIP number is hosted in the System) enter language of selection and then listen to the content.  Given that the caller is dialing a Spanish VOIP number, then local Spain phone charges applies.  The ease of use would hopefully encourage not only prospective visitors who are keen to know about Malta because they are planning a visit to Malta but also European citizens who are culturally enthusiast and would prefer to use telephone communication rather than to surf the net.  This would not only dilute the effect of digital divide but also allow visually impaired persons to acquire heritage content.
